At what age can a child of legal age to leave the U.S. vist another country only in Europe for your vacation?

I live in Dallas, Tx and my best Megoliv friend lives in Belarus and I have no intention to visit their next holiday I'll be 16 by then .. if I go, I have the intention to stay with her and her family ..

I think any person of any age can leave the country legally.
